Issue Summary
Say you land on a page in English while browsing the website in French. Thanks to Active Translation, you'll get the following message :Translation Note: The English version of this content is being displayed because it has not been translated to French.
This message can be misleading for a content editor. If you do have a French version of the page, but this version is not published, you will get the same message, although the translation does exist. It would be clearer to change the message to something like :Translation Note: The English version of this content is being displayed because a French translation is unavailable.

Excellent point. To avoid having to figure out how to properly handle "a French" and "an Italian" I reworded this slightly:
Does that seem reasonable?
