Under Number Formatting Options, I am trying to label the number suffix with "%" but when I do this and save I get an "Invalid XML Data" message. Also, when labeling either axis with "%" I get the error as well.

It appears that flash has a few more characters than standard html that need encoding. I now encode these as well.
