Drupal doesn't always play well with safe mode. Through proper permissions and moving the upload_tmp_dir you can over come the issue in your referenced post.

In the future when posting bug reports and issues, please include details about the bug in the issue, not just a link to another node or thread.

I know that Drupal don't works fine in safe mode...
But if i use a Drupal 4.6.3 there isn't this problem.
A lot of hosting web space have safe mode enabled.
