YouTube like web site

Hi to all,
I'm new with Video Sharing platforms.
I'd like to create a YouTube like web site (similar in aspect and functionalities).
I'd like also to add my own functionalities to my web site.
What's the level of personalization offered by Drupal?
For instance, is it possible to include a "special vote" to the user (by another user) and to reorder the various videos/users according to this vote?
Examples of special votes are: "most intelligent", "most stupid", "most smart" and so on.
Is it also possible to let the user leave a vote only if he/she uploads a new video, or makes a donation, or something else?
Finally, I also need some WYSIWYG website editor able to embed Drupal plugin or is the Drupal platform enougth to do this?

As you can see I'm a beginner... even if I know C, HTML and PHP programming languages.
