Hello,
I have an administration theme set (Garland) and the theme I'm using for the front end (Custom). When you go to /admin/build/block the theme should NOT be garland, it should be my custom theme so I can actually set the regions. I get both options "Custom" and "Garland" at the top (by default it's on "Custom" which it should be) but the theme itself is still garland... The custom theme works fine on the front end. I'm assuming I missed something when creating the custom theme.

I have already reset the cache several times and it makes no difference.

Anyone know whats wrong?

Were you able to figure this out? This has suddenly happened to me, and it's perplexing. I've got a fully-developed site, with dozens of blocks placed in regions... and now when I visit the block admin page (for my theme), I get the garland theme and every region is empty.

Did you have any contrib modules installed when you experienced this? Any thoughts? I'm debugging now, but I don't seem to be getting anywhere...

I just switched to a new theme, to test it...
Then I can not change the theme any more....

I had to reinstall drupal....

This is a fairly common issue, and ''they'' say it's caused by badly coded modules.

Except, on my end I didn't add any modules when this happened.

My Problem:
I have installed & enabled jQuery UI Account Dialogs module, then my block region had garland theme insted of my own no matter what.
FIX:
disable jQuery UI Account Dialogs Module
