Active menue doesn't work in Primary Links

Description

I am trying to use Active menus on my Primary Links menu. I have not made any changes to the default theme, or any code in my installation. The Active menus works just fine on my navigation menu, but when I add my primary links menu to a block, it adds the link to click to expand a submenu, but when I click it, it gives me the working animation, but then doesn't find the submenu items. When I click on the parent link, it expands like it normally would.

To update my previous comment, the menus are not expanding when I create a menu item using the menu administration page. If I create a menu entry from the node creation page, the menu items expand just fine.
