Drupal developer required, on-site (4-8 weeks estimate) odessa ukraine

We need a someone to work at our office to develop a site from scratch. It is expected that some module customisation might be needed. Custom theme required and ability to help refine user interface design. Ideally also able to do graphic design but we will also consider someone who already knows a skilled designer that they can collaborate with (designer can possibly work remotely). We are looking to pay around $20/hour. Might consider someone who cant work onsite but ONLY if they are based in Odessa.
