Installing drupal,can't get past setting up drupal datbase

Can some one help me set up drupal on a localhost with out having a ftp set up. if i do have to have a ftp then i would have a public server and pay for it . All I want to do is learn drupal on my local machine. Is this posible? and can someone show me step by step how to do it?
