I found that passing arguments from panel to views don't work properly when you specify a "Taxonomy Term" ( instead of no context). Here are the detail reproduction steps, note the Item 8:

It works just fine, but the issue is that context always passes a taxonomy term as an ID, not a term name.

In fact my most recent commit did fix that, it lets you pick how to flatten content.
