Suspend Access to MERCI

We need to add a permission setting to suspend access to MERCI. This would occur when a producer loses access privileges if they violate station policies. So when someone gets a "flag" of their account and subsequently if they get a suspended, they should also be restricted to make reservations, Create Show and other features.
