Restricting modification of reservation

In Austin, we don't allow changes to reservations within a set amount of time prior to the reservation time. I.e., a producer is not supposed to make a change in a field equipment checkout (like cancelling) less than 12 hours in advance. This is to discourage people from making changes at the last minute and not planning properly. So it would be good to have a feature that blocks changes within this time frame.
