I can not reproduce the problem, please provide details about what permissions are you using.

also make sure the configuration option to allow anonymous voting(at admin/settings/voteupdown/advanced) is enabled.

After some months waiting for steps to reproduce, and knowing that in the middle there was a patch committed related to anonymous voting(can not remmember exactly what issue) I'm closing this.
