mb_substr replace with drupal_substr

Issue Summary

mb_substr is not turned on by default in php installs. drupal_substr will achieve what you want as it will do both

Thanks for the feedback.

I updated the source code in CVS. The official release will be available in a couple of days after I modified some stuffs and added translation template to the theme.
