No "Default theme" when administrating an account

When editing an account as admin: http://some.drupalsite.org/admin.php?mod=user&op=edit&id=3

there is no "Default theme" option for the Theme: field like there is when a user edits his own account. It seems like it uses the first theme in the list. This makes it impossible for an admin to edit a user without setting the theme.
