What version did you upgrade from? Have you tried following the directions in DEBUG.txt? That suggests a server misconfiguration, perhaps a permissions issue?

how do i get the debug thing to work on a multisite server hosted on hostmonster server

www/index/sites/site.com/modules/ad/ is the structure

i tried

That's correct. Taking the URL you provided earlier, debug is found at the following URL:
http://www.thesabineindex.com/index/sites/thesabineindex.com/modules/ad/...
