Add mention of PHPTemplate

Dear Civicspace maintainers,

I can't find a mention to phptemplate requirement on the download page nor readme.txt for Civicspace. Of course with 4.7 the mention is not needed, but until then, it would be nice to have it (perhaps in INSTALL.txt?).
