attachement files link is -enable- when the node have an attachement file...

when the node, that concent the comment, content an attachement file too ...
So, in the NEW comment page, the "attachement" link become anable like -attachement files-------.?
( not for ANSWER comment page that is able as well .. )

it come from the url extension :
#comment-form
if you clear it at the end of the link :
http:///?q=comment/reply/#comment-form
the link -attachement files------ become anable.
