which host support a lot of php memory limit. Cheap.
I need around 128M, and it cannot cost more then $15-20 a month. Is there any out there?

you will may not find a shared host to support 128M of dedicated RAM. Investigate getting a VPS. I believe there are more than a few in your price range.

Hostica.com has good, inexpensive shared hosting plans. I think they start at $5 and offer 100MB memory limit, crontab, etc...
