with a fresh install, I am not getting the bullet divider between each taxonomy term nor between the nodeLinks at the bottom of the node (add comment, read count, etc.) I see that these are inline UL/LIs, but I cannot for the life of me figure out why this isn't working.

The icons used in this theme have been removed from the Drupal repository as they are not licensed GPL. You can download them from the original author's website as they are licensed Creative Commons Attribution 2.5.

I believe those bullets are part of the icon set, and should show up for you once you add the icons to the icons folder.
