I want to make a content list at the top of all pages like in wikipedia. For instance: http://en.wikipedia.org/wiki/Nuclear as in the example when I click headings in the content list, I want to access this part of the page directly. How can I do this?

Do you want to create a wiki? Some of this functionality already exists in the standard content type (edit, for example). You can use the Wiki and Talk modules to add more tabs.
