Is it possible to allow users with specified roles add new users with specified roles

I am the general admin of a site. I have roles for local admins for certain sections of the site ie localadmin_A , localadmin_B, etc. I also have roles for non-admin members ie reguser_A, reguser_B. I have the Administer Users by Role module which allows me to edit/delete other users with a specified role but I am looking for something similar which would ie allow me to grant user with role localadmin_A add new user with role reguser_A but not reguser_B.
