I searched the issue queue and did not find previous mention of the issue.

I believe that the liberation fonts are GPLv2 and would be suitable for inclusion with the captcha module.

There would be no need to include all liberation fonts, maybe just one that was deemed most suitable, LiberationMono-Regular.ttf is ~106KB in size as an example.
