Thanks for the very thorough analysis. However, this page has long been targeted for replacement as part of the drupal.org redesign. See:

In particular, this issue is where we're implementing most of the important changes:

#425986: Convert project browsing facet blocks to a navigation form

(That also includes some updates to the mockup linked above based on further discussions with Mark and Leisa).

Given how much usability testing Mark and Leisa put into this aspect of the redesign, I don't see any urgent need for another experiment to show how bad the existing page is -- we should just put the effort into implementing their proposed design (with the modifications explained at #425986) and then analyze the usage of the new page once it is deployed.

I have one question about your proposed improvements:

"On the left side of the page have an alphabetical listing of all modules which can be viewed by letter."

You realize there are about 4500 modules at the time of this writing, and something like 50 added per week? You couldn't possibly list them all in any useful way, and certainly not just in a side bar. ;)

Anyway, I guess "postponed" is therefore the most appropriate status for this -- we should just implement #425986 and other issues related to the drupal.org redesign as the next step. Once that's live, if y'all want to do a similar analysis for comparison, that'd be fantastic. If the new design is not a fundamental improvement over the current figures, we can consider further enhancements to the UI of this page along the lines you propose.
