Link to mailhandler does not use l() function

Issue Summary

I believe the link to mailhandler in the help is using the url function and not the l() function. It shows a clean URL link when is should support otherwise.

The link to mailhandler admin pages does (now) uses the ! expansion and url() function and works with or without Clean URLs enabled.
