While setting up PHP on a local server (windows XP), I hesitated to use the typical php.ini-dist because of this guide:

which encourages php.ini-recommended instead. Since I am no PHP expert at all, I'd like to ask experienced Drupalers which PHP configuration files is better for local development, and which one for online hosting.

I'd be very grateful if anyone can explain the differences in layman terms.
