with the following conditions:
a) Project1 and Project2 Only the administrator can create.
b) All users can view the listing summary (like page-p1 or page-p2)
c) only authenticated users can create and post own issues
e) admin can post all issue.

The main problem I have is not how to configure the view to watch as I explain.
I have installed the theme Acqui Slate
I can not find much information on how to configure view projects

Please if someone is so kind I need to explain step by step how I can set this

Hello:
I have already fixed the error: I created another installation again drupal and has worked well. It seems to be a conflict between modules.

Now all we need is to set the hearing for the Project. And the comments I did not see the save button.
