Issue Summary
With Garland, I have no problem putting a header image on top of content area when using a "Node ID condition". However, when using a "URL condition" (URL being: messages, invite, relationships, etc...) the header image ends up at the bottom of the content area (even if the header image block is in first position). Is this the expected behaviour?

No this is not expected behaviour, but Header Image module only controls the visibility of the block content, not the position.
