I would like all users on the site to be able to administer or set the 'comment settings' field set for any node they create without being able to edit or delete comments other users enter on the site.

We have users that do not want to have their group members post comments because they do not have the time to review them so I want them to be able to add nodes and while adding the node I want them to have the option to disable comments for that node. While I want them to have this access, I do not want them to be able to see comments other users post and be able to modify them or delete them. If you grant these users administer comments access in the access control page then both permissions are granted together.

Is there a way to grant these permissions separately through the user interface? I don't mind modifying the code. I made some changes, but I do not yet understand all the intricacies of core yet so the changes are not having the desired effect.

If the only way to grant these permissions separately is through code then I would be happy to grant all users the ability to disable or enable comments on all nodes created.
