Cannot view page.tpl.php

Hello,
I am running the Alek 2.0 theme.
I would like to make use of the primary links in the header and have read another post about how to activate the menu in the header. However, I cannot view the page.tpl.php file of the theme. When I open it in Textedit it says:

cid > 0): // Put the highest comment ID(in place of 0) before upgrading to Drupal 6 // to prevent double-display of signatures on old posts ?>

What am I doing wrong?

Find the updated release at http://drupal.org/node/209630 in a few hours. (it should carry a recent updated date remark, instead of last year's).
