The Who's online block lists 'Guests' even when these anon users have no access to Content and obviously are not using the site (i.e. an Intranet site). Suggestion is to omit the 'Guests' text if their count is zero.

Drupal 7.x and 8.x do not list Guest users in the Who's Online block, even if they do have access to content. I assume that means this issue is resolved.
