I need some Idea or suggestion about a case that may arise on a middle size Community Site:

1. I have about 10.000 Registered Users
2. I have 1 User Administrator
3. I have 3 Teams working for 3 different departments (Documentation) (Production) (Customer Support)

The case:

The User Administrator have a problem with a User not confident with the
System configuration and effects of:

1. Issue Tracker
2. Mailing list system
3. Issue queue

that posted erronneusly some "Communicative" comments
to some posting the User was involved to for informing different Teams and Teams Members and caused:

1. disruption in the tracker
2. inundates the mailinglists with an amounts of mails
3. pollutes our issue queues

What action would be the best one:

1. Block the User immediately, make a Public Issue and then reactivate User Accout.

2. Contact User and explain what happen. Wait the Feedback. And in case of negative feedback Block the User.

All choices are good. But usually it depends on the amount of damage a user is making.

In your case, if a single user bogs down your servers to a slow crawl, you need to block first and contact later. If your servers are still running fine, although a bit slower, contact him first and explain to him the web applications proper usage.

That's how I would view the problem.

Did you consider that the "User" is not confident with the CMS Issue Editing Structure and Mailing System Configuration and
no indication to Documentation was provided to him for learning to understand the case?
