The OPML link is displayed when the aggregator module is detected, however the user may not have the 'access news feeds' permission enabled. Said link shouldn't be shown.

In addition to this, if no feeds are found, the patch adds a message to tell the user no feeds are available. Otherwise Drupal just sends blank page, with no header/footer, nothing.
