Request for Block config to differentiate between NULL and 0 in the user profile.

Was torn as to whether this was a feature request or a bug, but I suppose it is a bug.
I would like if I checked off "Enable" and "Configurable" as block attributes, that if "Enable" is set, that block defaults to enabled in the user profile if no current state exists.
I suppose this could be done either by checking for a state of NULL, or if the database layer design doesn't support that, an integer equivalent?
