Now that #442320: Integratation with Solr landed I am reminded about how strange the Content bias settings form(s) are. Really should be rolled into one form not two. Confused a couple people and some insisted the patch didn't work cause they click the wrong form submit button. Don't feel like tackling this now, but making an issue so i can find it later.

Well, I agree they need work, though not sure that one extra-long for is better than 2 shorter forms.

Jacob and I already have this bad UI on our short list to make some improvements next week.
