Using e-publish module I have created current edition and listed it on a new page.My question is that is there any facility to upload a picture for current edition .

You have a number of options to create custom layouts using the .inc files in the epublish module folder. This is where you should work on integrating your image. As far as integrating an image upload functionality into the actual module, you might be better off using flexinode and tagnode.
