Issue Summary
Since the block module is being made optional, we should, for the sake of correctness, add it as a dependency in the .info file,

This is for 7.x, right? As far as I know, there is no precedent for core module dependencies in 6.x info files?

Yes, block will be optional in 7.x, but it can still be listed in 6.x. There are other contribs that do list core modules as a dependency. However, even if there weren't that doesn't make it right. There are going to be several upset developers when 7.x comes out and comment and taxonomy are not enabled by default.
