While Drupal requires PHP 4.3.3+, there is no check made. The same happens with some PHP extensions that, if not available, may cause unexpected results.

Maybe, in the early stages of the bootstrap process?

This seems more of a feature request than a bug.

It depends, because Drupal won't run as expected under (say) PHP 4.3.0. Well, it will run, which is NOT expected.
