While Drupal requires PHP 4.3.3+, there is no check made. The same happens with some PHP extensions that, if not available, may cause unexpected results.
Maybe, in the early stages of the bootstrap process?

markus_petrux commentedIt depends, because Drupal won't run as expected under (say) PHP 4.3.0. Well, it will run, which is NOT expected.
