It would be excellent if there was a button for this "macro" that could be available in wysiwyg editors like tinymce. Has anyone worked on anything like this?

Did not work on anything like this.
With version 3.x though, you can just write [toc]. Though I would think it won't be a killer. And you can use the auto-insert TOC feature too.
