Create child to a parent of a other-user (permissions)

Hello @all,
first of all, i wanna say sorry, if my english isn´t the best and i hope you understand me.
I have to node-types, one is called "locations" and one is called "events". "events" are children of locations.
In the "locations" are the relativity-operations shown.
What i want is, that every user can create an "event" to every "location". But i cant find permission-settings to do this. At the moment its just possible to create "events" at the own "locations".
Is there any way to give the right permissions, that every user can create childs to other users parents?

Hello, Siggi,
were you able to create relationships for nodes that belong to other (non-author) users? This is exactly the reason why I moved away from CCK Node Reference.

Please, help needed here!
