how do I add a second language/translation option to my site?

I have installed and enabled the following mods: internationalization, i18n, l10n_client, translation_overview, languageicons.
The language choice does not display.
How do I have Hungarian as a second site language option and have pages automatically translated on an existing site?
How-to or step-by-step article links or instructions are much appreciated!
