I have three different websites, with three different homepages, with different actions by the top left-hand menus. The parent item should not open up until you go to the page. [template_name] is different in each template.php

The first one, http://css.dev.loyno.edu/, if you click on About the College of Social Sciences it goes to the page in the link and the menu expands on that page.

The second one, http://cob.dev.loyno.edu/, the menu under About the College of Business, the menu is expanded on the home page.

The third one, http://law.dev.loyno.edu/, the menu has a link to Resources but if you click Resources it just expands.

I am at my wits end with this so if someone has an answer in my code below or in the html source I would greatly appreciate it.

/*
* Implementation of theme_menu_item().
*
* Add active class to current menu item links.
*/
function [template_name]_menu_tree($tree) {
  return '<ul>'. $tree .'</ul>';
}
function [template_name]_menu_item($link, $has_children, $menu = '', $in_active_trail = FALSE, $extra_class = NULL) {
  $class = ($menu ? 'expanded' : ($has_children ? 'collapsed' : 'leaf'));
	// decide whether to add the active class to this menu item
  if((drupal_get_normal_path($item['path']) == $_GET['q']) // if menu item path...
  || (drupal_is_front_page() && $item['path'] == '<front>')) { // or front page...
    $active_class = 'active'; // set active class
  } else { // otherwise...
    $active_class = ''; // do nothing
  }
	// New line added to get unique ID:s for each menu item (id attribute also added to last line):
	$search  = array(' + ','/',' ',);
	$replace = array('-');
  $css_id = strtolower(str_replace($search, '-', strip_tags($link)));
  return '<li class="'. ($leaf ? 'menu-item' : ($children ? 'menu-expanded' : 'menu-collapsed')) . $active_class . '" id="nav-' . $css_id . '">'. $link . $menu ."</li>\n";
}
function [template_name]_menu_item_link($link) {
  if(substr($link['href'], 0, 4) == 'http') {
    return l($link['title'], $link['href'], array('attributes' => array('title' => $link['description'], 'rel' => 'external', 'target' => 'external')));
  } else {
    return l($link['title'], $link['href'], array('attributes' => array('title' => $link['description'])));
  }
}
