I'm starting a forum, so to make it look used I need to invent some users to get topics running. Registering new users requires unique email addresses, which I don't want to use. Is there a way of creating users without needing an email address to receive the password?

Add them using the administrative login
If you use the administrative login to add users (under administer -> users) it will allow you to assign the password (and not set the email). I think you still need an email address, I just use a made up one at the siite domain (ex: fake@www.sample.com)

I can understand how this
I can understand how this would be misleading. But it would help too. I've started a few forums on my sites in the past. I know that nobody feels comfortable making the first post on an empty board. So I make a first post saying something to effect of "Welcome to the whatever section of the forum. Here you can post about ..."
It would look a lot more friendly if there were actually content on the forum. And content would look more real if it came from users, not the admin talking to him or herself. Plus it would give future real users an example of what people talk about on the forum, so they would feel better about posting knowing that it is on topic.
Another idea is to include an introduction forum. One where people are encuaged to say "Hi, I'm new! and here is a little about me." A couple fake posts in there will attract some real user posts, real replies, and spread to the other areas of the forum.
