can I have online payment on one form without online store/catalog?

I want to have a regular web site where there is one form for the user to pay a one time fee. Can I do this without setting up an online store?

If not, can I set up an online store but not expose anything but that payment form to the user?

you don't mention which payment gateway you want to use. There are paypal type modules that allow one offs, like LM_Paypal and the donation.module and so on.

this is for a small entity to allow people to pay for occasionals, fees, permits,... It's not an online store. I would use Authorize.net.

with authorize.net I have no idea what you'll do. ubercart of ecommerce. While I understand that your site isn't a "store" you can use as much of, or in your case, as little of the "store" part of either module.

I'd investigate ubercart and ask their community @ ubercart.org

for Authorize.net, depends whether u have SSL or not, there are 2 ways to go.
