Automatically create a new site sub-directory under sites/?

Issue Summary

Forgive the basic question but am I right in thinking that when you create a new site using multisite manager, it will automatically create a new site sub-directory under sites/?

No, it's a security problem if drupal-php has write-access to your sites/ directory. The special settings.php discussed in INSTALL.txt is the settings.php for ALL subsites.
