Any block I add on right side can't be published on www.forniture-alberghiere.net , what it could be?

It look to be that all old blocks can go ON and OFF instea new block never appear, this is not a problem exactly of right block.
Here are the codes of 2 blocks that not come published on home page:
1)

Obviously they are both in full html.
