The technology implementing this could be incorporated into a seperate, though related module to nudge a user.
On the account page (also author information block), include a link/button to nudge a user. Views integration would be great to also include a link in views such as on-line users. Basically one user nudges another user and a pop up (errr) appears, perhaps including an audio tone like a bell, to tell the other user to do something, like go to a chat page. The pop-up (optionally a tiny block that could appear on every page) would be a one liner saying " wants you to ". Again base the ability for a user to interact like this according to a views or user relationship list. The response to the nudge would be accept (include link redirection and inform the origin party), decline (inform the origin party) or ignore (nothing).
Your modules great and the block is small but not small enough. A nudge capability could be used by many other modules and would be an answer to Facebooks chat pop-up in the bottom right hand corner of the screen.
Not much to think about!

pahariwalla commentedI like your idea. Maybe a small block that doesn't list all your friends, but just those that "nudged" you. You could click on their name to have an IM. The question is, does the IM block stay visible all the time? Should the user be able to control whether it's showing? Isn't there a block setting to allow user's to decide whether to shoe the block?
Also, I definitely want to add Views integration, i.e. when you make a view based on users, you can include an icon or something that will "nudge" the user or even kick off an IM session...
