Issue Summary
I am using the Popups: Administration Links. It doesn't allow me to expand collapsed admin sections while in the pop up window. I get an hourglass / watch icon when I put my cursor over these regions.

I have the same in node/edit forms - except for the hourglass or watch icon, I get nothing but the sections can't be expanded.

My issue fixed itself with no explanation...
