Yes, this hasn't actually been written yet. I've been maintaining documentation in DEVELOPER.txt instead of two places. I plan on putting more concrete examples and such on the handbook pages before release. Also better help text in place of that message.

I'd say that if we don't have something better to point them to we should just remove the link.

I've created a new page in the handbook section for Activity2 which has a subsection for config which links to the wiki page on the group, and one for dev which is a simple copy of DEVELOPER.txt. Maybe we just move that wiki page into the handbook permanently.
I also updated the wiki with new screenshots.
Attached is a patch which gives a little better english in hook_help() and fixes the links.
