Webmaster can't access editor given certain conditions [#462406]

Regards. Here's how to make this problem happen:

1 - Give Registered users permission to use the editor.

2 - Give Registered users no profile to use FCKeditor with.

Voilá, registered users can't use FCKEditor (which makes sense), but webmaster can't access either (which does not as much sense).

Looks like a bug. I'm scheduling it to the next 1.x release.

The problem is that without the assignment, the module can't determine which profile to use for user 1. I think this is intended behaviour.
