I have been looking to get involved more with web design and I'm wondering if anyone can offer any tips on where to begin.
How would you recommend I get started in building a site?
Another way would be do look to add on to my current site which was built by someone else.

Start like this.
I suppose you should start like this:-
1. Recognize your purpose and goal of the site.
2. Structure all of your requirements by listing out them and give them an order.
3. Make a note of your targeted audiences and there special requirements
4. Prepare contents of the site.
5. Make a research on available similar sites.
By going through above steps, at the end you will have a structured requirements and basic design elements. This will further help you to choose most suitable and feasible technology.
Let’s say at the end you realize, you have some pages with almost static contents and will not change in long run. In this case, It is a waste to hire a sophisticated coder. A designer can help you.
But now suppose your requirement is bit more and you need to change your site content in some interval or want to add some pages later, in this case a CMS system like Drupal can help you rather hiring a designer or developer each time to make a change.
Now look at this scenario, you come up with a spec having user registration, dynamic web pages, ecommerce, blogs, forums, RSS feeds or third party API Calls etc. This kind of web application not only requires a good programming effort but a Rapid development environment and Drupal go well with this kind of application.
